Project Definition & Submission

What is a Project?

A project is a temporary endeavor undertaken to create a unique product, service or result.

  • A project is temporary in that it has a defined beginning and end in time and therefore defined scope and resources.
  • A project is unique in that it is not a routine operation, but a specific set of operations designed to accomplish a singular goal.

Which projects must be submitted for inclusion into the HR Project Portfolio?

Any work effort that meets one or more of the following criteria must be submitted for review and approval to the HR-PMO:

  • initiated due to a policy/regulatory change
  • involves contracting with external vendors
  • has dependencies on other projects or vendors
  • is estimated to take greater than 100 hours of effort
  • is estimated to take longer than three months

How to submit a project request to the HR-PMO?

If a work effort meets one or more of the criteria defined above, a project request can be submitted to the HR-PMO for further discussion.

If a work effort doesn’t have any of the project characteristics listed above, it is not required to follow the full project management methodology and doesn’t have to be reported to the HR-PMO.
